President-elect Donald Trump is considering appointing retired Gen. Keith Kellogg as his Ukraine envoy to address the Russian invasion. Kellogg, 80, has been involved in discussions at Mar-a-Lago and has proposed using weapon donations to Kyiv to facilitate peace talks with Russia.
