California proposes its own EV buyer credit -- which could cut out Elon Musk's Tesla
California Gov. Gavin Newsom plans to revive the state's zero-emission vehicle rebate if the federal EV tax credit is cut. However, Tesla may be excluded due to market-share restrictions. Elon Musk criticized the proposal for leaving out Tesla.
